The Department of Trade and Industry (DTI) region 02 in partnership with the Civil Service Commission (CSC) had recently conducted a seminar on the Strategic Performance Management System (SPMS) and on the Program to institutionalize Meritocracy and excellence in Human Resource Management (PRIME-HRM) at the Balai Carmela Resort, Tuguegarao City on January 6, 2015.
The conduct of the SPMS seminar was in preparation for the compliance of the agency to the new government performance rating system that was developed by virtue of CSC Memorandum Circular No. 6 series of 2012.
CSC No. 02 acting regional director, Atty. Neil S. Agustin said that, “the implementation of the SPMS enjoins collective efforts between supervisors and employees towards momentarily achieving its targets.
Further, CSC Chief Human Resource Specialist, Mr. Elpidio S. Bunagan, Jr. emphasized during his lecture that, the primary focus of the SPMS is onlinking individual performance to the agency’s organizational vision, mission and strategic goalswhich will consequently promote organizational development in the agency.
He added that, “Through the adoption of the SPMS, it is ensured that employees achieve the objectives set by the organization and the organization also achieves it set targets”.
Meanwhile, the Program to institutionalize Meritocracy and excellence in Human Resource Management (PRIME-HRM) aims to further improve the agency’s human resource management competencies, systems, and practices that is geared towards HR excellence.
The recently conducted seminar was participated in by DTI R02 Provincial Directors/caretakers, Division Chiefs, Senior Trade and Industry Development Specialists (STIDS), Comprehensive Agrarian Reform Program STIDS, Planning Officer III, Information Officer III and Administrative Officer V.
