The Economic Development Committee of the Regional Development Council - 02 (RDC2 – EDC) commended the Department of Trade and Industry (DTI)-Region 02 and other agencies during its 2nd Quarter Meeting on July 12, 2018 at the Nueva Vizcaya Pasalubong Center in Bayombong, Nueva Vizcaya for responding to the directive of Hon. Gov. Carlos Padilla, chair of the EDC, to improve the convergence of agencies and other institutions towards industry development.

Mr. Michael Paggabao, Senior TIDS from the DTI-02 Regional Office, presented the conceptual framework and other details of the program dubbed as “Cagayan Valley Convergence on Inclusive Innovation Industrial Strategy (CVC-I3S)”, all of which were outputs of the Technical Working Group composed of DTI, DOST, NEDA, DENR, DA and DOT. The CVC-I3S aims to optimize utilization, mobilization and harmonization of government resources to achieve inclusive growth in the region, facilitate resource generation and implement focused and purposive strategies for the development of the region’s priority industries.

The program shall create sub-cluster groups for industry development namely: Production Improvement, Value Additions/Processing Enhancement, Marketing Development, Cluster Strengthening, Human Resource and Knowledge Management and Green Development. These sub-cluster groups will be composed of institutions with complementing programs and projects and each will be headed by an identified lead agency. This mechanism will avoid overlapping of PAPs and will strengthen collaboration among agencies with complementing programs.

This will be managed by a Regional Convergence Committee to be chaired by the DTI-Region 02.

Meanwhile, the Body also approved the Resolution recognizing the Cagayan Valley Food Safety Team (CVFST) as the legitimate and official body that will spearhead Food Safety development policies, programs and projects and other concerns relating to food safety in Region 02.

An active partner of the CVFST, which is chaired by the Department of Science and Technology-R02, the DTI-R02, through its CVFST representatives, Mr. Michael Paggabao and Ms. Ragel D. Tacazon, provided technical assistance in the preparation of the concept paper and resolution.

The CVFST has been organized to advocate “Safe Food for All” and to instill awareness in food handlers and the general public on the importance of food safety.
